The ROC won their place at the Tokyo Games by way of an Intercontinental Qualifier played in August 2019.

The Russian Federation finished on the Olympic podium at four consecutive editions of the Games between 2000 and 2012, winning silver in Sydney, bronze in both Atlanta and Beijing, and then claiming their first Olympic title in London. They are looking for a return to the medal positions in Tokyo, having lost their semifinal at the 2016 Games to hosts Brazil and then suffering a 3-2 defeat to the United States of America in a tight bronze medal play-off.

The Russian team's sole medal at the world championships came in 2002 in Argentina, where they were beaten by Brazil in the final. They have been unable to reach the final four of the competition at any of the four editions of the tournament since then. At the World Cup, the Russian Federation secured the title in 1999 and 2011. They were also runners-up in 2007.
