During a team rock climbing training session in June 2019, teammate Lim Hyo-jun pulled down Hwang's pants in front of male and female team members. Lim was suspended from the national team but found not guilty of sexual harassment on appeal.

Hwang's agency said he was struggling with the psychological effects of the incident, commenting, "The skater himself is very shy and is in a psychologically unstable state to the point of taking sleeping pills to help him sleep."

Lim later applied for Chinese citizenship to skate for China instead. On the prospect of facing each other in competition, Hwang said he would concentrate on himself. "That skater (Lim) is just one skater, and when we stand at the starting line, we are all the same."
