The ROC qualified for Tokyo through the Russian Federation's first-place finish at the 2018 World Championships, a result that was the third in a streak of four consecutive world titles. The Russian Federation has amassed 11 world championships titles since 1992 and has only once failed to reach the podium since then.

The Russian Federation's dominance at the world championships has also translated to the Olympic Games, with the NOC winning five consecutive gold medals from 2000 to 2016. Their only 'blemish' came in 1996 when they finished with bronze. At the 2016 Games in Rio de Janeiro, they were forced to overcome a second-rank finish in the qualifying round to claim gold, topping Spain by 0.467 points in the final.
