He initially got involved in the sport because his father was a cycling enthusiast. A coach then invited him to join a high performance cycling school in the state of Jalisco in Mexico. He also practised road cycling and track cycling before starting to focus more on mountain bike as he enjoyed the thrill of wet courses with tree roots and stones, as well as the speed of races. He spent the early part of his career in Mexico but eventually had to relocate to Europe in order to increase his level. He was spotted by Mexican cycling promoters [and brothers] Alejandro, Luis and Roberto Rodriguez, who offered him the chance to join their team. They obtained sponsorship and government support to create a cycling team based in Prague, Czech Republic, where Ulloa spends four months of the year. "If I had not had this support, my career would have been something different. However, my ambition to go to Europe would have pushed me on.
