Svetlana Kolesnichenko and Svetlana Romashina were automatically assured of a spot in the duet competition in Tokyo courtesy of the Russian Federation's victory on home soil in the team event at the 2019 European Champions Cup in St. Petersburg.

Romashina arrives in Tokyo as the reigning Olympic champion, having claimed back-to-back duet titles alongside Natalia Ishchenko in 2012 and 2016. She is also a defending Olympic champion in the team event, where she took gold in 2008, 2012 and 2016. Kolesnichenko was also a member of the Russian team that won gold in 2016, but will be making her Olympic debut in the duet competition at Tokyo 2020.

The pair won gold together in the free and technical routines at the world championships in 2013 and 2019. At the two editions of the world championships in between their titles in 2013 and 2019, they each took gold in the free and technical routines alongside different partners. Romashina took both titles in 2015 alongside Natalia Ishchenko, while Kolesnichenko matched that feat in 2017 alongside Alexandra Patskevich.
