The ROC qualified for Tokyo by way of their second-place finish at the 2018 World Championships. At the event held in Doha, Qatar, the Russians were just beaten to gold by the People's Republic of China, with just 0.049 points between the teams.

The Russian Federation men's artistic gymnastics team qualified to each Olympic Games from 1996 to 2016, winning three medals along the way. The lone gold came in 1996 and they backed up with a bronze in 2000, then they had a relatively barren period until returning to the podium in Rio de Janeiro in 2016. At those most recent Games, they were beaten to gold by Japan, a 2.641-point deficit the difference between the squads.

The Russian team was able to gain some measure of revenge for missing out on the 2018 World Championships gold at the 2019 edition of the event, riding a dominant performance across four apparatus to a victory over the People's Republic of China. An almost one-point margin gave them their first men's gold at worlds since the fall of the Soviet Union. Previous to their 2018 silver, they had finished second three times and third once.
